Josiah was the youngest son of Conrad Milton Hicks and Anna Maria (Meyer) Hicks. He was a dentist. Dr. Hicks served in Company E, Pennsylvania Volunteers, 20 April 1861 to 29 July 1861. He also served in the American Civil War, 4 April 1863 to 29 May 1865, with the Maryland Volunteers. He was married. In 1891, at age 60, he was admitted to the Leavenworth National Home. Dr. Hicks attended the funeral for his brother Elias in Kansas in January 1895, and he then returned to Leavenworth. On 2 August 1896, he died while on furlough to Eureka Springs, Arkansas. He was buried in Leavenworth National Cemetery.
