Keith F Wahlquist was born in Ogden, Utah, to Keith Campbell Wahlquist and Ruth Folkman Wahlquist. He was educated in Weber County schools and graduated from Ben Lomond High School. He received a bachelors degree in history, economics, and political science from Brigham Young University. He served a mission for The Church of Jesus Christ of Latter-day Saints in Germany from 1957 to 1960. He worked for The Travelers Insurance Company as a claims adjuster and manager. He was married twice and had three children, one of whom died at birth. He died at his home in Riverton, Utah.
