Cornelia was the daughter of Buster Hawkins and Lillian Denson Hawkins. She was educated in the Sumter County School System and was a graduate of A. S. Staley High School in Americus, Georgia. She was employed with the Sumter County Board of Education as the Cafeteria Manager at Cherokee Elementary School in Americus, Georgia for over 44 years. While there, she won several awards for her baking. She joined the Old Shady Grove Baptist Church in Americus, Georgia at a young age. As an adult, she moved her membership to Mountain Creek AME Church in Andersonville, Georgia.
She was married to Henry Moore Sr on April 24, 1958.
