Second son of Jesse Harm and Elizabeth Minton Harper; he was born in NC. Married in Gilmer Co. Ga 9 Sep 1860 to Margaret Elizabeth Patterson Douglas. He was father of 11 children. Upon the death of his father, Jesse Frank inherited the 3000 acre homestead which included the Flat Top and Sheep Knob mountains of northern Gilmer County. Jesse Frank settled on the west banks of the Flat Branch Creek in an area about a mile north of what is today Flat Branch Bapt. Church. He cleared the flatlands to grow corn and beans and the hillsides for apple orchards.

At his death the land passed to one of his sons, and later two of his grandsons. About 800 acres were sold to the US Forestry Service, which now is part of the Cohutta Wildlife Management Area.
