Frank was the son of Samuel W. Moulthrop and Emily Mason. Frank was one of 12 children of Samuel and Emily. He was a twin to Frederick. He was 1 month and 12 days old when he died. The cause of death was listed as cholera infantism by Dr. C. L. Smith. [NOTE records in Litchfield show Litchfield for birth and death but the family lived in Northfield, Town of Litchfield, at the time of Frank's death.]
