US Congressman. From 1899 to 1901, he was city editor and city auditor of Denver, Colorado. He was a member of the first convention elected to draft a charter for the city of Denver in 1903 and editor of the "Rocky Mountain News," from 1906 to 1911. From 1911 to 1913, he was president of the Colorado State Board of Land Commissioners. In 1913, he was elected as a Democrat to the Sixty-third, Sixty-fourth, and Sixty-fifth Congresses, serving until 1919. An unsuccessful candidate for reelection, he was editor and manager of the associated union railroad newspaper "Labor," published in Washington, D.C., until his retirement in 1953.
