Born on April 14, 1854, James Heber Campbell is the son of Samuel Joseph Campbell and Clarissa Rebecca Frances Hall.

About 1879, his parents and family made their way to White River where his oldest brother, Samuel Jr's two wives and his sister, Harriet Rosella drowned in the river, which was such a family tragedy.

James married Sarah Lois Henry on January 11, 1881 in Vernal, Utah. They had at least twelve children: Hazel Campbell, John Campbell (died in birth), Peter William Campbell, Calvin Leroy Campbell, Sarah Clarissa Campbell, a set of twins, Heber Marion Campbell, Minerva May Campbell, Guy Raymond Campbell, Fay Campbell and Agnes Rosella Campbell.
