John was the third son of John Wellington Carter and Elva (Elvira) Leola Betsworth Carter. John and Elva had six children: Delbert Russell, Emmett Nelson, John, Melfred Frank, Elva Marie, and Edward Dean. John Sr. also had a daughter, Ruth Matilda, with his first wife Eva B. Smith Carter. John, Jr., became a pharmacist and owned a pharmacy in Sentinel, Dewey Co., Oklahoma for many years. He married and raised his family there.
