Hugh grew up in the Bear Lake area of southeastern Idaho. He served a mission for The Church of Jesus Christ of Latter-day Saints to the Southern States from October 1904 to April 1907. Hugh married Effie Adrene Sorensen on June 16, 1914. They became to parents to three children: Marian Elsie, Robert Hugh, and Richard Keith.
Hugh registered for the World War I draft on September 12, 1918. He was living in Salt Lake City, Utah and was 36 years of age. He worked as a grocer clerk for Sanitary Market Company. He was of medium height and build with gray eyes and light brown hair.
Hugh died of heart problems when he was 48 years old.
