Otho James Zittle, son of Florence Mabel (née Schaur) and William Ragan Zittle, was born in 1915 in Baltimore, Maryland. He was named after his grandfather Otho James Zittle; the elder Otho having passed away few days before the younger Otho was born.

Otho J. Zittle was married first to Melva Jane Hooper. The couple, the parents of four children, divorced in 1941.

Otho James Zittle and Victoria Alexandria Balsis were married on 23 January 1942 in the District of Columbia.
