Ozias is a son of William Gallup and Lydia Ann Strong - the fifth of eleven children. He married Leah Beck on February 20, 1914 in Rigby, Idaho. They became parents to two children: Arthur Elmo and Larae Lydia.

Ozias was farming in Antelope, Idaho when he died of pneumonia at age 29.
