He was born near Chewsville, the son of the late Daniel and Elizabeth (Rinehart) Rowland.
He was chief of Waynesboro police, and for 12 years was constable here. He was a member of the Christ Reformed Church and the Modern Woodman.
Surviving besides his wife and daughter, Mrs. Hattie Bonebrake, and son, Earl, both of this city; brother, Charles, Sterling, Ill.
Funeral services were held at his home. Interment in Rose Hill Cemetery.
