Oscar grew up in the home of his mother, Ellen Jackson Goldsbrough in Nephi, Utah. He was the seventh of the nine children his mother gave birth to. His father was a Mormon polygamist and maintained separate households for his five wives and their children. He was a hotel owner/operator and a liveryman in Nephi. Oscar's parents had immigrated from England before their marriage.
On March 28, 1894 Oscar married Mary Edna Sparks in Salt Lake City, Utah. They became the parents of two children, Bessie Leone and Shirley Leroy. Oscar died in 1898. He was just 26.
