Son of William R. and Mary (Gage) Barto. He enlisted in the Civil War as a private in Co K, 52nd Illinois Volunteer Infantry and was promoted to Captain. After he mustered out in 1864, he began his political career. He was a justice of the peace for Kane County, IL for three years; he was treasurer of Kane County from 1867-69; he was a member of the House of Representatives in Minnesota in 1871-72; and he was elected Lt. Governor of Minnesota in 1873-75. In 1854 he married Harriet E. Hitchcock of Whiting, daughter of Allen E. and Sarah Hitchcock. Their children were Mary, Lyman, and Harriet. His wife Harriet died on 22 Nov 1865 and he married second, Charlotte Allen, on 17 Oct 1867. She was the daughter of William and Mary Ann Allen of Ferrisburgh, VT. They had one son, William A.
