Conrad was born in Lynn Township in Bucks County, Pennsylvania. He was a son of Hans David Billman and Anna Maria Bentz, German immigrants from Biberach an der Riß, Duchy of Württemberg. In 1756, when Conrad was 15 years old, his mother and two of his siblings were murdered by Indians.

He married Anna Catharina Grimm in 1759 in Northampton County. He was the father of 13 children:

+ Jacob, b. 1760
+ Johann, b. 1762
+ Conrad, b. 1764
+ Maria Magdalena, b. 1766
+ Maria Barbara, b. 1768
+ John, b. 1770
+ Anna Elisabeth, b. @1772
+ Christina Margaretha, b. 1774
+ John Henry, b. 1776
+ David, b. 1778
+ George, b. 1781
+ Andrew, b. 1783
+ Catharina, b. 1786

When the Revolutionary War began, Conrad took an Oath of Allegiance to the United States, from Mathias Probst, on September 7, 1777. He enlisted as a Second Class Militiaman in the Northampton County Militia, known as "Frontier Rangers".

In 1795, Conrad sold his farm in Lynn Township, Northampton County, and moved to Toboyne Township in Cumberland County. (After Cumberland County was divided in 1820, this area became Madison Township in the newly created Perry County)

Three years later Conrad was deeply in debt, and hanged himself. He was buried at his farm, near Cisna Run. No grave marker has been found.
