Son of Edward and Ann West Owsley Garrett, and based on some reports was the husband of Nancy Wright, although some researchers say his wife's name was Dorcus. His grave is located directly between the obelisk marking the grave of R. S. Garrett (son of H. Garrett, and the grave of John Tullie Moore).

He and his wife had a son, Thomas Garrett (152576137).
