Daughter of Joseph Turner Pullig and his second wife, Lucretia Ann Jane Phillips. After Ida's father died in 1890, her mother moved to Stephens County, Texas.

Ida married James Franklin "Frank" Williams in Stephens County, Texas on 6 May 1897.

It is believed that Ida first met Frank Williams while visiting her Uncle Thomas A. Pullig's family in Bienville Parish, Louisiana. And, that Frank moved from Bienville Parish to Stephens County, Texas because Ida had moved there from Columbia County, Arkansas with her mother, sister, and two brothers.
