Robert was one of eight children born to Albert and Ida (Hawkinson) Bartz. He grew up in Janesville, Wisconsin. He joined the Wisconsin National Guard and was a member of Company A, 192nd Tank Battalion along with his brother Albert. Robert was held as a prisoner of war in the Philippine Islands during WWII from April of 1942 until 1945. He participated in The Bataan Death March. After the war he married Eleanor Goehler and they resided in Richmond Illinois where he worked as superintendent of public works. He moved to Texas around 1975. He was survived by his wife; a daughter; two brothers and three sisters.
