He was the eldest son of the late James N. and Winifred Berry McCarthy, Sr. A lifelong resident, Jim obtained his education from East Palestine High School. He was a United States Naval veteran, having served in World War II, on the USS Massachusetts and at Pearl Harbor. He then went on to serve his community as a police officer for the City of East Palestine. Additionally, he was employed with Coca Cola of Youngstown and prior to his retirement in 1987, he served as Vice-President of the former First National Bank, and its successor, National City Bank. He was a member of Our Lady of Lourdes Church and the American Legion Post 31 in East Palestine. On June 25, 1955, he married the former Ann Zorinich of Bessemer, PA, who preceded him in death on October 9, 2004.
