Elbert was son of Monroe Dickey Williams and Clara Eda Maloney. Born in Nodaway Co, MO, the second of 7 children, the attending physician was his own grandfather, Dr. Isaac Williams. The family moved from Missouri to Payne Co, Oklahoma Territory in 1893, when Elbert was 9 years old. According to family stories, his father Monroe registered a claim to acreage and when he arrived on it, there were "sooners" already living on it. Monroe finally bought land close to Mehan and Elbert grew up on the farm, along with his 3 brothers and 3 sisters, with one sister not surviving childhood.

After graduating from GEM Business College in Quincy Illinois in 1905, Elbert returned to Stillwater and got a job at the college. He stayed at a boarding house on Lowry Street during the week that was owned and run by Almira Lytton and her two daughters, Zella and Lillie.

Elbert married Lillie Lytton on 1 August 1909. They spent their honeymoon at his parents farm in Mehan. They had three children; Everett Leonard Williams born 1910, Monroe Edward Williams born in 1915, and Doris Lillian Williams born in 1922.

Elbert worked most of his life at Stillwater National Bank. As a young girl, I remember that my grandfather smoked cigars in their house and used these old-fashioned free-standing ashtrays that were level with the arms of his chair. He also loved to play cards. He was a man of few words.
