William Halbert Dollar was born in Newton County, Georgia in 1851. His parents were John Arch Dollar and Sarah Maud Henderson. William's paternal grand parents were William Dollar Jr and Verlinda Prather. They moved from Lauren's District in South Carolina to Newton County, Georgia in the 1830s. William moved with his parents to Heard County, Georgia. The family was living there in 1860 near Franklin Post Office.

War came to the South and to Georgia in April of 1861. William's father enlisted in the 10th Georgia Confederate Cavalry and died in service in Tennessee of sickness and wound in June of 1863. Three of William's paternal uncles were also Confederate soldiers. William remained with his widowed mother and other sibllings and helped her on the farm .

He was married in 1871 to Tempa L. Stone in Randolph County, Alabama. Randolph County was just across the state line from Franklin in Heard County, Georgia where his mother and siblings lived.

He moved his family to Walker County and was living there in 1900 in Horse Creek, Precinct 13.. He was married to Mollie Gardner in 1916 in Marshall County, Alabama.
