Leo graduated from Central Catholic High School before attending Virginia Military Institute. Following graduation from VMI in 1943, he served in the U.S. Army as a forward artillery observer in the Burma theatre during World War II. Trained in jungle mountain warfare and attached to a cavalry squadron, Second Lt. Tynan earned both the coveted Combat Infantry Badge while with Merrill's Marauders and later was awarded the Silver Star in March of 1945 for gallantry in action at the battle of Knight's Hill. Following graduation from St. Mary's School of Law, he served in the District Attorney's office, followed by years of private practice in San Antonio.
Having spent summers of his youth sailing on Chesapeake Bay, he had a great love of the sea and sailing. He enjoyed sailboat racing and cruising with his family and friends on the Texas coast, Canyon Lake, the Virgin Islands and the coasts of California and Maine. He was an avid reader. His interests included history, politics, science and economics. Above all, his greatest joy was his family.
