Son of Samuel Cockayne and Mary Lowe Cockayne. Carter moved with his brother, Samuel, from Talbot County to Amberson Valley, Franklin County, PA. From there, the brothers moved to Ohio County, VA, now Marshall County, WV. Carter never married, and until the last part of his life, lived with Samuel and his family.

Letters from family indicate Carter was likely buried at First Street Cemetery. The cemetery fell into disrepair, and many of the gravestones were scattered. The city gathered the gravestones and saved them. But it is unlikely anyone will ever find Carter's marker.
