Christopher Hughes was a lawyer, soldier and a diplomat. He was born in Baltimore, the son of Christopher Hughes and Margaret Sanderson. He was the brother of Louisa Hughes Armistead, wife of Major George Armistead. He served as captain of the artillery at Fort McHenry with Major Armistead. In 1814 President James Madison appointed him to the committee to negotiate a peace treaty with Britain in Ghent Belgium. The Treaty of Ghent ended the War of 1812 days before the final battle was fought In New Orleans. In 1815 he was elected to the Maryland house of delegates. April 1817 he was appointed Chargé d'affaires in Stockholm by President John Quincy Adams. In 1825 he assumed the role of Chargé d'affaires in the Kingdom of the Netherlands.

He was married to Laura Smith, their daughter Margaret Smith Hughes married senator Anthony Kennedy. Following a long illness he died in Baltimore at the age of 63.
