Born as William Bloomberg in London England and came to the US in 1909 as William Cecil. He and his father Morris are listed together in New York in the 1910 census where the rest of the family came over in 1912. He married Viola Levy in New York and they had 2 children Louis and Richard.
William co-inherited the Cecilware Company with his brother Leopold from his father Morris a silversmith by trade.
