Born Camille Pascal François Brouillard in Bouhet, Charente-Maritime, Poitou-Charentes, France. The small village of Bouhet is 15 miles (25km) from the city of La Rochelle on the west coast of France.

His father was Charles Joseph Francis Brouillard, born March 6, 1851 in Bouhet, Charente-Maritime, Poitou-Charentes, France; and who died July 15, 1916 in Redding.

His mother was Geneviève Mathilde LaBel (La Belle), born March 9, 1850 in Bouhet, Charente-Maritime, Poitou-Charentes, France; and who died May 14, 1918 in Redding.

He was the brother of Aurelia Julia Brouillard of Redding, born November 22, 1873 in France, who 1st married Joseph Michaud, then a Mr. Wilson; George E. Brouillard also of Redding, born January 17, 1875 in France, who married Angele Lourdeaux; Medric Francis Brouillard of Chico, born June 25, 1879 in France, who married Dolores Avery; and Edmond A. Brouillard of Redding, born November 23, 1882 in France, who married Lottie.

He married first Stella M. DeForest (born October 1, 1884 Kansas; died October 13, 1912 in Redding, Shasta county, California). Their daughter was Yvonne D. Brouillard, born October 5, 1912 in Redding, CA.; and who died February 9, 1974 in Seattle, King county, Washington.

He married second, Caroline G. Nielsen before 1915. His children with her were:

Jane Eleanor Brouillard (who married Ira Merle Shadwell), was born July 19, 1915 in Redding, CA., and died February 13, 1945 in Redding.
