William "Billie" was the second child of Levi and Aley Mobley Province. He was born in Tennessee, probably in his mother's home county of Weakley, but the family moved to Greene County, Arkansas when he was about ten. The area they lived in became Clay County in the 1870s.

Billie married Candace Knight on January 26, 1873. They had eleven children: William, Arthur, Delia, Albert, Hardyman, Beulah (my great-great-grandmother), Ruben, Judy Bell, Ruthie, Lela May, and John.

Billie and Candace lived in Clay County for the rest of thier lives, and many of their descendents still live in the area.
