Joseph H. Painter, son of Nancy (née Springer) and Isaac Painter, III, was born in 1851 on his family's farm in Bruce Township, LaSalle County, Illinois. The seventh of his parents' eight children, Joseph was about 2½ years old when his mother died in 1854. His father later married the twice-widowed Elizabeth Rainey. In 1870, Joseph H. Painter was a laborer, living with his younger sister Elizabeth in Streator, Bruce Township.

Joseph H. Painter and Alma Root* were married on 14 April 1872 in LaSalle County, and were the parents of a son, Charles Stanley Painter, born in May 1874. Alma died in November 1874 at the couple's farm in Long Point, Livingston County. The son was afterwards fostered by Joseph's sister, Sarah Ann Osborn.

Joseph H. Painter and Miss Eliza J. Cason were married on 25 February 1879 in Howard County, Missouri. The couple were enumerated in 1880, farming in that county, with two sons: Leo (age 4, born in February 1876) and John (age 9 months, born in September 1879).

Joseph H. Painter went back to Streator; returned to Missouri, where his wife died (date unknown); and then went back again to Streator, where he died in 1903 at the age of 51. His obituary mentioned his second wife and her death, but omitted mention of his sons with his second wife. He was buried in Streator at Riverview Cemetery, where his first wife, two siblings, and other relations were also buried.
