Born in Mount Carmel on November 15, 1903, Michael Kivko graduated from Dickinson College in 1925 and Harvard Law School in 1929 and began practicing law in 1931. Michael married Maude V. Diehl on June 12, 1938 in two wedding ceremonies, one at the First Reformed Church in Sunbury, and a second one following at the Russian Orthodox Church in Olyphant. After Maude's death in 1961, Michael married Frances Loretta Wolfersburger Henninger on July 12, 1965, at the Russian Orthodox Church in Mount Carmel. Michael served with distinction as a judge from 1966 to 1975 and was associated with the law firm of Carpenter, Diehl, and Kivko. He received the Fred Piermattei Youth Service Award in 1985 for his work with youth.
