He was born on July 3, 1885 in Fort Covington, a son of William and Calista Derouchie Barney. He was a blacksmith by trade and had been employed by the Shields Slipper Corporation at Bombay for 12 years.

He married Anna Collette in 1917. He served in the cavalry during World War I.

Surviving was his wife; three daughters, Mrs. Winfred (Ruth) Robinson of Constable, Mrs. Donald (Rita) Johnson of
South Bombay and Mrs. Kermit (Audrey) Rockhill of Westville; a son, Elwood Barney of Chasm Falls; three brothers. Alfred of Massena, Willis of Brasher Falls and Willard of Watertown and two sisters. Delia and Hattie, both of Syracuse.
