Raymond was the son of Wiley Herman Foor and Lottie Elva McKittrick. He married Marjorie Lee on April 13, 1937 in Shelbyville and she preceded him in death, June 18, 1997.

Raymond farmed all his life in the Tower Hill area. He was a proud member of the Flying Farmers of America.
