The son of James & Margaret (Campbell) Elliott, he married Mary Ann Shelly and fathered James W. (b. 05/13/57), Mary Margaret (b. @1859), William S. r(b. 11/12/60), and Agnus (b. @1862). In 1860, he was a laborer living in Wheatfield Township, Perry County, Pennsylvania, and stood 6' 0" tall and had dark hair and gray eyes.


A Civil War veteran, he enlisted at the stated age of thirty-four in Harrisburg August 16, 1864, mustered into federal service that day as a private with Co. A, 201st Pennsylvania Infantry, and honorably discharged with his company June 24, 1865.


Mary died in 1864, and he married widow Frances Ann Miller, née Kiel, fathering Elizabeth (b. 08/30/67 - married a Wiseman) and Wesley H. (b. 01/14/73 or 74 - Sp-Am War).
