U.S. Congressman. He studied law, was admitted to the bar in 1840 and commenced to practice law at Millersburg, Ohio. He served as clerk of the court of common pleas for Holmes County, (1846-51), as judge of the sixth judicial district of Ohio, (1852-57) and was the 4th Lieutenant Governor of Ohio, (1857-58). During the Civil War, he was appointed Colonel Aide-de-camp, to the Governor of Ohio, in 1861and was judge advocate general of the State of Ohio, 1861. He also was assistant adjutant general superintendent of drafting under Governor Tod, in 1862 and served as a Private in Company I,188th Regiment, Ohio Volunteer Infantry, Union Army, until the end of the war. In 1865, he was elected as a Republican to the Thirty-ninth, Fortieth, and Forty-first Congresses, serving until 1871. Not a candidate for re-nomination, he was appointed United States judge for the northern district of Ohio by President Ulysses S. Grant, serving (1873-89). He also was a professor of political science and international law at Wooster University, (1873-90).
