She was preceded in death by her parents; husband; sisters, Mary Esther Hoover Boyd and Iva Clare Hoover Doubrawa; and brother, Guy O. Hoover.
Born July 1, 1903, in Lisbon, Iowa, she was the daughter of Clyde O. and Lizzie Belle Merkel Hoover. Sara graduated from Cornell College in Mount Vernon and taught at Oak Grove School near Lisbon from 1925 to 1926 and in Pasadena after her marriage to Gene Carbee. Sara was the widow of Dr. Robert G. Waterhouse. They made their home in San Diego from 1945 to 1997.
