The son of William & Catherine (McConnell) Bitner, he married Hanna Jane Latchford in 1850 in Juniata Township, Perry County, Pennsylvania, and fathered Mary M. In 1860, he was a miller living in Tuscarora Township, Perry County, and stood 5' 9" tall with brown hair and gray eyes.

A Civil War veteran, he was drafted and mustered into federal service at Carlisle August 17, 1863, as a private with Co. K, 149th Pennsylvania Infantry. He discharged the service by surgeon's certificate February 9, 1864, at Carver U.S. Hospital, Washington DC, by reason of "phthisis pulmonalis," a pre-existing condition.
