Mr Harter was a lifelong resident of the town of Parish. He was married to the late Bessie Taylor in 1931. He was employed as a laborer at the Allied Chemical Co. until his retirement in 1967.
He was a member and an elder of the Mexico presbyterian church,a Wyear member of the Free and Accepted Masons Lodge of the RbVP club of Oswego.
Mr Harter also was the Parish town historian,and a member of the Oswego County Historical Society,Parish Senior citizens,the Parish democratic party. He also was a volunteer at the Parish nutrition site and a past 50-year member of the Parish Grange and of the Oddfellows.
Surviving are two sons,Henry of Syracuse and Thomas of East Syracuse,Two daughters,Lillian of Parish and Annette of Vernon Center:two grandchildren and several nieces and nephews.
