He was a Italian politician and Secretary of the Republican Party, later became deputy fascist. He was born into a poor family of Forlì, worker of republican ideas, was a friend of Pietro Nenni and participated in the political and social protests of June 1914 culminated in the Red Week. At the outbreak of the First World War he enlisted as a volunteer cyclist although he had a permanent physical deformity that made ​​him unfit for military service. Started in June 1916 to Masonry in the lodge "Aurelio Saffi", soon after he became secretary of the Party Republican, a position he held from July 1916 until April 1920.
