His birth place is also reported as Kentucky. Wherever he was born, he was the son of Samuel & Sarah Peters. He married Margaret Taylor and fathered Charles H. (b. 05/??/60), Sarah C. (b. 05/??/64 - married Maurice Boop), William Taylor (b. 12/10/65), Mary L. (b. @1869), and Eugene F. (b. @1874). In 1860, he was a shoemaker living in York Borough, York County, Pennsylvania, and stood 5' 5" tall with dark hair and blue eyes.

A Civil War veteran, he enlisted in Adams County October 16, 1862, as a substitute for Calvin Krise, mustered into federal service at Gettysburg November 7 as a private with Co. D, 165th Pennsylvania Infantry (aka "Drafted Militia"), and honorably discharged with his company July 28, 1863, in Gettysburg. He also enlisted in Harrisburg September 3, 1864, mustered into federal service there September 5 as a private with Co. K, 184th Pennsylvania Infantry, promoted to corporal March 25, 1865, and honorably discharged with his company June 2, 1865.

He died at age 77-9-8 from a "cerebral hemorrhage" leading to "paralysis."
