Son of Michael F. Houghton and Elizabeth Harris. His father died in England in late 1800 while on a voyage to purchase goods for his mercantile store in Augusta, Georgia. He lived in Georgia until the 1840s, where he was a farmer, merchant, postmaster and legislator.

He married (1) Mary Mayo (1810-1839)in Georgia about 1832. They had two children: William Michael Houghton (b. 1834), and Louisa Houghton (b. 1837), both born in Georgia.

In 1840, he married (2) Mary Frances Doney (1824-ca 1860). About 1845, the family left Georgia, and were living in Titus County, Texas, by 1846. Here, he was a merchant.
He was elected to the Eighth Texas Legislature as representative from Titus County, Texas, serving from 7 Nov. 1859 until 13 Feb. 1860. He was census taker in 1860 for Titus County, Texas. In 1861, he moved to Williamson County, Texas, where he remained for the rest of his life. He and Mary Frances (Doney) Houghton were the parents of nine children.

In Williamson County, Texas, he married (3) Mary A. Standefer (1840- ? ) on 8 January 1862. They were the parents of Caroline E. Houghton (b. 1863); James Standefer Houghton (b. 1864); and Oscar Oliver Houghton (b. 1866).
