Born to Samuel and Rebecca Frasher in Center County, PA, William was just 4 years old when Sam died. Becky, pregnant with their 7th child was forced to place William and his siblings in foster care. Later in the mid 1800's, William was living near his brother Lewis in Kent, IL. On September 18, 1861, he joined the Union Army in Mt. Carroll, IL and reported for duty on November 20th with Company E, 45th Illinois Volunteer Infantry. Company E was known as the Goodwin Rifles. The 45th Illinois was known as Washburn's Lead Mine Regiment, with its troops called the "Lead Miners." Once formed, the Lead Miners were in the thick of nearly every battle of the Western campaign including front line positions at Ft. Donelson, Shiloh and Vicksburg.
