William was born in 1728. He married Catherine Douglas in Salisbury, Wiltshire, England on January 24, 1776. Together they had 4 children, Catherine Allen (1773-1833), Amelia Allen (1780-1834), William Edward Hughes Allen (1785-1856), and Barnard Cuthbert Allen (1787-?). He was Captain of several ships, most notably 'The Cumberland' in the 2nd battle of Cuddalore (1782-1784)

Captain Allen was buried on October 31, 1804.
