Rose was the daughter of Albert Herman Allen, of a prominent family in Galesburg, Illinois, and his wife Mary Agnes Leach. Mary Agnes' father was Daniel Leach who served in the U. S. Army and had settled in St. Clair County, Michigan. The Leach family had strong ties with the Allen family, as both were Abolitionists prior to the Civil War.

Rose grew up in Galesburg, Illinois. At age 18, she went on an extended trip to Europe, visiting England, Germany, Scotland, France, Italy and Switzerland, and was a graduate of the Conservatory of Music at Leipsic, Germany. Rose married Felix M. Katar in Galesburg on February 22, 1893, but they parted before 1904. Rose married John Ralph Basinger June 27, 1906, and they made their home in Florida, then Colorado. After his death in 1924, Rose relocated in southern California. She had one daughter, Lillian Leah Katar.
