Charles Liptka Roff Jr. was born August 2, 1860 in Texas, son of Charles Liptka Roff (1817-1903) and Eliza Ann Evans (1828-1897). Charles Jr.'s father previously had been married to Elizabeth B. Crawford and had a number of children by that marriage. Charles Jr.'s father had four children by his second wife, Eliza Ann Evans: Kate L. Roff, Charles L. Roff Jr., Jane Miller Roff, and William Henry Roff.

The 1870 Federal Census for Precinct 1, Texas (Cooke County)(Gainesville Post Office) shows Charles L. Roff Jr., age 9, born in Texas; living with his father, Charles L. Roff Sr., a cattle trader, age 55, born in Virginia; and his mother, Eliza A., age 40, born in Missouri. Also living in the household were Charles Roff Jr.'s siblings: Andrew C. Roff, a cattledriver, age 20, born in Missouri; Joseph F. Roff, age 21, a cattle driver, born in Missouri; James L. Roff, age 19, a cattle driver, born in Missouri; John C. Roff, age 18, a cattle driver, born in Missorui; Jane M. Roff, age 8, born in Texas; and William H. Roff, age 5, born in Texas.

In 1884, Charles Roff Jr. married Elizabeth P. 'Lizzie' Rader, who was born April 2, 1861 in Madison, Missouri (Grundy County), daughter of Thomas Augustus Rader (1830-1920) and Sarah Amanda Moore (1841-1921).

The 1900 Federal Census for Township 7, Indian Territory (Chickasaw Nation) shows Charles L. Roff Jr., a stockman, age 38, born August 1861 in Texas; and his wife, Lizzie P. Roff, age 38, born April 1862 in Missouri. Living with them were four children: Nellie Roff, age 15, born May 1885; Ollie Lydia Roff, age 6, born October 1887; Charles Luther Roff, age 6, born July 1894; and Leah Jo Roff, age 7 months, born October 1899; all born in Indian Territory.

Charles died February 5, 1938 in a hospital in Durant, Oklahoma (Bryan County) and was buried there in the Highland Cemetery. Lizzie died March 12, 1958 and was buried in the Highland Cemetery beside her husband.
