School Business Officials Mourn the Passing of a Giant of Service to the Education Community
Dr. Fred Hill was New York City deputy superintendent of schools, president of ASBO International; served education community for over 50 years.
The Association of School Business Officials International (ASBO) joins with the education community in mourning the passing of Frederick William Hill, Ed.D. Dr. Hill died of cancer October 15, 2004 at his home in Owensboro, Kentucky. He was 92 years old.
Dr. Hill served as president of ASBO International in 1964 and presided over their 50th Annual Meeting that year. Known to many as "Mr. ASBO," Dr. Hill held Registration No. 0001 as the world's first registered school business official and school business administrator. He was also president of the New York State Association of School Business Officials (NYSASBO) in 1953, and received the Annual Award for Outstanding Service to NYSASBO in 1966.
Dr. Hill was honored with life memberships in ASBO International, the American Association of School Administrators, and the National, New York State, and Minnesota State PTAs. He authored several books about school administration, and was an editor and contributor for numerous professional publications.
In 1963, Dr. Hill became deputy superintendent of schools for New York City, the nation's largest school district. In 1970, he became the assistant superintendent in Hicksville, New York, retiring as superintendent in 1978. He continued to serve as consultant to the New York State Assembly and to many school systems, and as a guest lecturer, and a visiting professor at many colleges and universities.
Dr. Hill began his career in education in 1935 as a teacher and then served as principal of Wallace County Community Schools in Sharon Springs, Kansas. He served in the New York State Department of Education as senior financial supervisor, then as secretary of the board of directors for Abington (Penn.) Township Schools; deputy superintendent of schools for Yonkers, New York; and assistant superintendent of schools in Minneapolis, Minnesota.
Dr. Hill graduated from Brooklyn Technical High School in 1930. He received his B.S. from Kansas State College in 1934 and his M.S. in 1935. In 1942, he received his Doctorate in Education from Teachers College, Columbia University.
A member and director of the Horace Mann League, Dr. Hill holds a 50-year pin (1998) as a Mason (32nd degree), was a Shriner, a Rotarian, and was commissioned a Kentucky Colonel in 1964. Dr. Hill served as a role model for many professionals and young people. He enjoyed automobiles, traveling, family gatherings, public speaking, debates, and reading, and was active in church affairs throughout his life.
Frederick William Hill was born to William Richard and Adele Staehler on September 2, 1912. On December 31, 1935, he married Mary Elizabeth Allman, who preceded him in death in February 1979. On June 8, 1980, he married Lucine Howerton. He is mourned by his beloved wife, Lucine Howerton Hill; five children; many grandchildren and great-grandchildren; and five foreign exchange students in the United States, Europe, and Asia.
Dr. Hill will be buried in the family plot in Huntington Rural Cemetery, Huntington, New York. Visitation is on Friday, October 22, from 5 to 8 p.m. at the A. L.
