Charles was born in Alton, West Virginia the son of Charles C. Allender and Anna Laura Miller Allender.
He served in the South Pacific during World War II. Charles received the Asiastic-Pacific Theater Ribbons, both with two bronze stars, along with several other ribbons.

He lived in Barberton Ohio, for several years before moving to Denison, Texas. He was a gifted artist and wonderful musician, who loved playing at his second home, The SNAP Center, where he was awarded Outstanding Senior Citizen in July 2003.
