Allan was born in Vancouver, BC - the son of Richard Allen Beach and Emma Louise Bell (both of Ontario, Canada).

Norman was an avid flyer. He placed 3rd in the Webster Memorial Trophy contest, symbolic of the best Canadian amateur pilot in 1948.

He died when the Seabee plane he was piloting crashed into the steep face of Bowen Island, BC

He is buried without a headstone next to Mother, Father and brother.
