Charles Neal was the son of Walter Neal, Sr. and Winifred Wood.
He married Martha Arnot, daughter of Henry and Elizabeth (Truesdale) Arnot, on 18 Feb 1802 in Monroe County, Virginia.
Charles and Martha had twelve children:
