U.S. Congressman. He attended Business College and was employed in the draftsman division of the United States Patent Office, (1877-79). After graduating from the law department of Columbian University at Washington, D.C., in 1885, was admitted to the bar and commenced the practice of law in New York City. He was also clerk in the Bureau of Engraving and Printing (1879-85). In 1895, he was elected as a Republican to the Fifty-fourth Congress, serving until 1897. In 1923, he was elected to that Sixty-eighth Congress to fill the vacancy caused by the death of James V. Ganly and reelected to the Sixty-ninth Congress, serving until 1827. An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 82.
