Joseph was the son of Loren and Mary (Valley) Chappel, of Highgate, VT. He married 1st, French Canadian, Mary Harvey, on 4 Feb 1894 at Highgate, VT.
Joseph and Mary had the following children:

Lawrence Joseph Chappell (1890- ) born in Canada
William James Chappell (1897-1940) born in Springfield, MA
Edith Pearl Chappell (1900-1972) born in Canada

After Mary's death, Joseph married 2nd, Nellie I. Ferry. Joseph and Nellie resided in Monson, MA and had the following children:

Charles A. Chappel (1907-1957) born in Chicopee, MA
Mary Elizabeth Chappel (1909-1910)born in Monson, MA
Ruth Eleanor Chappel (1911-1987) born in Springfield, MA
