William Josiah Klopp was born the son of Benneville Darius Klopp and Meldarina Katharina Katterman Klopp in Mount Aetna, Berks County, Pennsylvania. He was the husband of Emma Mae Goodell Klopp and, later, Stella Wyatt Klopp. He was the brother of Dr. John Adam Klopp, Samuel P. Klopp, Minerva Mary Klopp Boeshore, Almeda Liza Klopp Winter, Albert Clayton Klopp, Sylvester Benneville Klopp, Kathryn Elnora Klopp, Valentine Isaac Klopp, and Sylvanus Isaiah Andrew Klopp.

He graduated with a B.A. degree from Colgate University in Hamilton, NY, in 1909, an M.A. degree from the University of Southern California in 1925, and with a Ph.D. from USC in 1928 after recovering from tuberculosis. He was director of teaching for many years at Woodrow Wilson High School in Long Beach, CA. He was a respected educator and administrator for many years and published many articles regarding teaching during his professional life.

He was a descendant of Martinus Walborn, Sr., his third great grandfather and a soldier of the American Revolution.
